Catholic Charities CYO of the Archdiocese of San Francisco (Catholic Charities or CCSF) is seeking a residential developer to develop the St. Vincent’s Priority Housing Site, an approximately 54-acre vacant site in southeastern Marin County, California. The vacant site, which is located next to the Catholic Charities’ St. Vincent’s School for Boys campus, has been targeted for development of at least 680 residential units by the County’s Housing Element. CCSF expects to receive a market-rate return on the land, in the form of annual lease payments/land sale proceeds, to support CCSF programs for years to come.
Priorities
Catholic Charities will select a development plan that will provide much-needed housing for Marin County that is consistent with CCSF’s mission and values, while also protecting the legacy of St. Vincent’s School for Boys and being minimally invasive to residents and neighbors. Catholic Charities has been working with Marin County officials, neighbors, and friends to thoughtfully consider the requirements in accordance with our legacy and the housing needs of our community. We will continue to provide careful review and analysis of development proposals as we steward our land with integrity and the responsibility to honor our land and community. We have served our community since 1853, and we will uphold the consistent care we have provided for over 170 years as we move forward with this development.
- Protect the legacy of the site
CCSF will select a developer who will ensure protection of the surrounding natural environment and conserve natural resources and energy. The developer will develop a proposal that is consistent with the site’s identity and history, and fosters goodwill with neighbors and the surrounding community. This will be accomplished in part via proposed green features and a plan for unit density, height, scale, and design consistent with the character of the site, as well as a strong community outreach plan.
- Provide housing consistent with CCSF’s mission and values
CCSF will select a development plan that helps meet the range of housing needs in Marin County, while also providing varying levels of affordability to the community. Affordability will be consistent with Inclusionary Housing Ordinance requirements and will maximize compliance with Housing Element affordability goals. Projects that serve essential workers in the community (such as teachers) and their families, provide homeownership opportunities, help seniors age in place, and/or include amenities to promote long-term health and wellness will have an advantage in the selection process.
- Ensure the long-term viability of St. Vincent’s School for Boys
CCSF will select a development plan that will help provide ongoing financial support to Catholic Charities, while also minimizing impediments to St. Vincent’s operations and enhancing the campus environment.
- Create and maintain a strong long-term relationship between project, community, and CCSF
CCSF will select a developer who will create opportunities for ongoing dialogue and cooperation between the project and Catholic Charities, as well as positive interactions between project residents, the broader community, and Catholic Charities and its programs.
Timeline
The Request for Proposals (RFP) to develop the St. Vincent’s Priority Housing Site was issued January 20, 2025, and developer selection is tentatively planned for June 2025. A final decision will be agreed upon by CCSF’s Board of Directors and leadership and informed by Marin County officials. Total development, including infrastructure development, is expected to take at least 5 years.
